According to new statistics released by the General Administration of Quality Supervision, Inspection and Quarantine of Mainland China, in the first half of this year (2014), the value of imported garments reported by the mainland for inspection was US$2.76 billion. The inspection and quarantine department has uncovered 12,305 cases of unqualified imported garments with a value of US$47.67 million. 396 cases involved substandard quality and safety (safety, sanitation, environmental protection and anti-fraud projects).
Li Jing, director of the Press Office of the General Administration of Quality Supervision, Inspection and Quarantine of China, said that the quality and safety of imported clothing in the first half of this year cannot be ignored. Among the 396 imported garments with unqualified quality and safety, 4 of the top five brands with the most unqualified batches are "fast fashion" brands, namely: FOREVER21, ZARA, H&M and MANGO, with 107 unqualified cases. It accounts for 27.02% of all unqualified imported clothing.
The unqualified rate of some items of infant and child clothing is quite outstanding. Among the 12,305 imported clothing quality and safety risk information, unqualified information reached 1,442, accounting for 11.72%. The statistical results show that the proportion of unqualified pH value of baby clothing is obviously too large, and the unqualified PH value is likely to cause irritation to children's skin and cause skin diseases.
In the quality and safety risk information of imported clothing, the vast majority of unqualified reasons are the unqualified instructions for use in Chinese, accounting for more than 97% of the total unqualified clothing, which has become the primary cause of quality problems in imported clothing.
Li Jing said that the production areas of unqualified imported clothing are relatively concentrated. From the point of view of the place of origin, the unqualified rate of clothing quality and safety from Italy ranks first, and there are also many unqualified batches in neighboring developing countries such as Vietnam, South Korea, and Bangladesh.
